The 6th Making Cities Liveable Conference held in conjunction with the Sustainability Conference “SustainableTransformation” would like to thank Mr Richard Brecknock, Director, Brecknock Consulting who presented this paper at the recent event 17th – 19th June 2013 at Novotel Melbourne St Kilda.
Mr Brecknock proposed that for a city to truly achieve a position of liveability it must address the interconnected factors that come together to create urban vitality. Vitality is the very ‘stuff’ of a city or precinct, it is the power and energy of a place; it is its character and identity; it’s a place’s competitive advantage; and it is about recognising that creativity and innovation are critical elements in achieving place based vitality.
Mr Brecknock drew on aspects of the ‘Creative City’ work of both Charles Landry and Richard Florida and presented a framework that could be applied by city planners and civic leaders in Australia. The framework is based on a “V&V Framework” that allows for the understanding of the interrelated elements and a means of measuring the outcomes. The Framework is structured around five Domains, ‘Distinctiveness’ – ‘Openness’ – ‘Resourcefulness’ – ‘Competitiveness’ & ‘Governance’. Within each of these Domains are a range of potential criteria that provide for both objective and subjective evaluation that can take a cultural, social, environmental or economic perspective.
The criteria relating to vitality involve levels of activity while viability is concerned with long-term self-sufficiency, sustainability, adaptability and regeneration. The paper will specifically explore how we can utilise this approach to consider the impact of cultural thinking, planning and acting on the city and conversely, how do we measure the impact of city development and decision making on the cultural life of the city.
